I don't know of any tank specifically for movie film processing that will take such a length of film. I have a vague memory of reading about a Lomo tank that could handle 100ft lengths but a quick Google doesn't come up with anything. The larger of the normally available tanks will handle 2 50ft lengths. I have seen some plans on the web for home built tanks that you could I guess scale up to handle 250ft of film but I think they would get cumbersome. These tanks are basically just an inner PVC pipe with the film wrapped around it placed into a larger PVC pipe acting as the developing tank. Never tried one, I use my Lomo.
If it was me I think I'd handle it one of two ways. Either call around to the few labs that will do movie film to see if they can handle 200ft of 8mm, or set something up to allow me to cut the 200ft reel down to 50ft lengths to shoot and process at home.
Just thought of a third option. Bucket processing, whereby you get a some 5 gallon buckets, fill them with the required chemicals, and dump the exposed film in. Results can be varied and rough but some folk like it.
