Bauer 8mm clockwork stuck

I foolishly bid £5 on a Bauer std 8mm camera advertised as "untested" but "good condition".
The poor thing looks like it's been somewhere very humid, probably rained on in some damp loft or garage.

The lens, however is clear. I prized off the battery compartment and have got the light meter and power zoom working.

However the ring which is supposed to set the ASA/DIN is stuck, and the clockwork motor doesn't run. I don't want to wind it up fully, but the winder does seem to have some tension (similar to other clockwork 8mm cameras I've used).

Any hints on how to coax the motor into life? Anything I should try before letting loose with WD40 on that speed adjuster ring?

Or should I just request a refund? Ergonomically I like this camera. I'd love to get it going.

I just realised I can't add photos....there is rust around the edge of the film speed ring where it meets the camera body, significant corrosion in the film chamber. I had to take a light hammer to the door unlock slider in order to gain access to the film chamber.

I don't know the exact model number either. But it is silver body, has 1, 16,64 fps via a vertical slider switch which can also be controlled by a pistol grip. Two buttons below the lens for the power zoom, takes 2AA batteries for this and the light meter which has "automatic" and "fix" settings and no manual control.
