It's really hard to see these dust spots and lint marks when you are in the darkroom. When I find them, I go back & clean the negative, shoot it with air once it's in the carrier, then try again...sometimes I end up with much more interesting dust spots!
As for the shot... I find shots like this very dizzying. I understand the need to get some sky in there, though! I think this shot might have been developed a little long to try for some contrast. Try using a filter to achieve contrast!
 
This kinda reminds me of the first photo made by Niepse, ya know the one out the window long exposure.

And a clean print is a Happy print.
I do like the angle though.
 
Nice composition. Dust is your worst enemy and it looks like the enemy is winning. Conquering dust is not difficult. It just takes a bit of effort.
 
The good:
Composition is OK (not great)

The bad:
The contrast between the sky and building leaves me wanting. The sky could stay the same and the building could go a stop or more darker or the building could be lighter and the sky would could stay the same or a bit darker.

It needs to be spotted.

Fixes:
If there was greater drama the composition would benefit. If the building was more of a silouette against the sky this would help. Or if there was more contrast within the structure of the building and the building was lighter this might add interest.
