I just wanted to make sure I got this right, between Horseman L45 and Sinar is everything that mounts on a standard fully cross compatible ? That is: bellows, lens boards, ground glass, any viewers etc ?

To be clear, whatever is going to mount the Horseman L45 not any Sinar.

Yes , a lot of accesories like bellows , lens boards , roll film holders, ground glass , etc are compatible. Some others not.
Take in mind that are two different systems and constructions. The monorails , extensions reading ttl meters aren´t compatible.

Thanks, basically whatever fits to standards is same shape, technical parts are different design, which is kinda easy to see on that end.

I needed to get regular bellows for the L45 and many I'd found were listed for Sinar, but meantime I had a confirmation and ordered a set at a great price. Now onto finding a new ground glass with 6x12 markings too (later Horseman had them, now I mostly see Chinese makes and am not sold on what they claim).

It also should mean you're compatible with the Sinar shutter without needing an adapter. The shutter is designed to fit between the bellows and front standard and gives you shutter speeds up to 1/125 for barrel lenses. The aperture adjuter might not work (it would require the frame to be the same thickness) but it only work on lenses in the Sinar DB and DBM lens boards, so isn't something you'd use on an old barrel lens.

Not necessarily interchangeable. Authentic Horseman and Sinar bellows are interchangeable. Likewise lens boards. But you have to be cautious about anything generic alleging itself to fit both - it might fit one, but not the other, or neither correctly. True Sinar boards have precisely made slots along the inside perimeter. Without these, you can't clip the board in tight. Certain view cameras made to accept Sinar and Horseman boards might accept these generic boards fine too, but not visa versa.

There are also potential performance issue differences between authentic versus generic bellows, depending on not only the fit, but type of material too, and even the configuration.
