As far as I am concerned, not returning negatives constitutes theft. Indeed while I appreciate Walgreens only operate in America...under European law it would likely be considered theft. Do not under any circumstances use any lab which won't return negatives. If you want more prints in the future you'll want to have the negatives scanned again or proper dark room prints....and that isn't possible if they don't return them. Film negatives far outlive digital media and prints. And $20 for processing one roll of film is in itself extortionate. Some of the very best professional labs charge a good deal less including return postage of your negatives.
As for chromogenic films, there is confusion because they are marketed as "black and white" but uses the colour C41 process.
